Problem, Reaction, Solution

Problem
Manipulate “customer” reaction by creating a perceived problem, perhaps by leaking stories to the press e.g.: Iraq WMD, Terrorist threat, Global Warming.

Reaction
Your “customer” obviously is concerned by this apparent turn of events and demands help and protection.

Solution
Eh Voila, you come up with the solution to save the day, the same “solution” that you would never have been able to sell before making the customer worried e.g.: 5 years of Iraq war; an endless war on a noun (terror); and people for the first time being willing to pay more taxes and cut back on their consumption to “save the world” all under a false pretext (Problem, Reaction, Solution).

fabricated attacks - "...A brief look at history teaches us that governments have always used Problem-Reaction-Solution to increase their size, power and control, often in the form of false-flag attacks. The most popular type of false-flag attack is where a government carries out an attack, such as a terrorist attack, against it's own people, then blames it on a foreign enemy. The public demands the government take action against the apparent perpetrator, and the government willingly obliges by starting a war against their chosen enemy. Alternatively, a domestic enemy can be blamed and the public will accept a police state, told that it will be the solution to the problem and similar attacks will not occur again. mandate to do something - "...When the population is properly conditioned, the desired agenda of the ruling elite is presented as the solution. The solution isn't intended to solve the problem, but rather to serve as the basis for a new problem or exacerbate the existing one. Hence, the process is repeated, over and over, moving society toward whatever end the planners have in mind. possibility of spreading yellow fever and plague with insects - "...At present, there is little evidence the virus was created in a U.S. lab and deliberately unleashed on an unsuspecting Mexican public. However, there is plenty of evidence the U.S. military and the CIA have used biological agents in the past, including “tests” on the American people. “More than 200 experiments were carried out in U.S. rural areas to test the spread of non-lethal germs,” writes Joe Allen. “These tests were also carried out in San Francisco in 1950 and in New York in 1966. While the cover for these tests was to study a ‘defense’ against biochemical warfare, U.S. war planners wanted this knowledge for offensive use against an enemy population,” for instance livestock and people in Cuba, as mentioned above. Anti-crop bombs were built for the United States Air Force to be used in the Third World. It appears this insanity did not stop with the Cold War. Last week, the Frederick News Post reported Army criminal investigators are looking into the possibility that disease samples are missing from biolabs at Fort Detrick. Finally, investigative journalist Wayne Madsen has reported that “a top scientist for the United Nations, who has examined the outbreak of the deadly Ebola virus in Africa, as well as HIV/AIDS victims, [and] concluded that H1N1 possesses certain transmission ‘vectors’ that suggest that the new flu strain has been genetically-manufactured as a military biological warfare weapon. The UN expert believes that Ebola, HIV/AIDS, and the current A-H1N1 swine flu virus are biological warfare agents...” (Problem, Reaction, Solution = Swine Flu?)
